This policy covers all eBay-affiliated transactions (including but not limited to half.eBay.com (a.k.a. Half.com, et al.). Ignorance, laziness and cluelessness (inc. "I didn't read it", "I didn't know about this page", etc.) aren't excuses.
To anticipate and interrupt disputes, if buyer doesn't contact me in advance about a dispute, refer to the below (in descending precedence order). I alone will decide and reserve the right to decide any contradictory points.
I cancel bids from any bidder with feedback <1 (a.k.a. "0 or less") unless one explains one's rating before (not after) bidding.
I don't ship to PO BOXes unless I call to confirm your PO will hold packages.
I can ship any item to APO/FPOs and Canada PostCanada Post addresses (not via BorderFree).
I check all address formats and validity at USPS Database or FedEx Address Checker.
All sales are final/as-is with no DOA unless the item description states otherwise (i.e. a warranty), even despite negotiations, begging, anger, threats, harassment, frustration, etc.
Shipping & Handling Options
FedEx: Rates (alternate) - mostly for large (80+" girth) heavy (20+lbs) items for large distances (1,500+miles); I prefer FedEx by far and will only ship by FedEx for "high value" items
USPS: Domestic Calculator - use item-customized calculator below; for "low value" items, used for most Half.eBay.com sales
Many shipping-related costs include ~11.2 miles to nearest PO, fuel, packaging, labor and storage.
Item ships by the next non-Sunday 17:00 ET after payment clears.
By experience, international shipping, namely USPS or FedEx International, quotes online are typically more than the actual cost at the shipping/carrier office, so we'll use the quoted price, but I'll refund any difference.

Payment
The item description page already has it and which is probably the last page you surfed.
At auction end, I don't invoice winning bidder details unless needed (varies per item).
Appending item description, payment methods are limited/exclusive to:
money order/cashier's check - see invoice for address; no shipment until payment clears; do not use my email address in the "Payable to" field
personal/business check - see immediate above
debit/credit card - I've no merchant account or debit/credit card transaction processing ability, so do it via/through Paypal ... that being, by registering your credit card then reading the below; I've exposed and reported 2 card scammers already and am continually vigilant. Read the below for what you must do if you use Paypal to charge/source payment (from) your (credit/debit) card.
S&H is non-refundable even if there's a return policy (keep reading for its details).
I'll always make international S&H, if available on the respective item, as reasonable as possible to the point of paying a few dollars for the S&H myself if the buyer is responsive and responsible.
Payment: Paypal: Fees
The below address fees charged regarding credit-card sourced Paypal payments, that is, payments which are charged to/onto a credit card by Paypal and consequently monies sent to a target/destination Paypal account.
Problem
Only Paypal Premier and Business Accounts (such as mine of @yahoo.com, hence not mine of @hotmail.com) can accept credit-card sourced payments, not my Paypal Personal Account (such as mine of @hotmail.com, hence not mine of @yahoo.com). Because Paypal Premier and Business accounts have a permanent fee (see https://www.paypal.com/us/cgi-bin/webscr?cmd=_display-fees) which applies to not only funds sent into the target/destination Paypal Premier and Business account but all funds sent to such account (that being the target/destination Paypal Premier and Business account).

Solution
I accept credit-card sourced Paypal payments only on/at my Paypal Premier and Business Account my Paypal Premier and Business Account associated with my email address of @yahoo.com), not at my Paypal Personal Account (e.g. my Paypal Personal Account associated with my email address @hotmail.com).
Credit-card sourced Paypal payments must sent to my non-eBay default Paypal account associated with my @hotmail.com email address to that of my Paypal account associated with my @yahoo.com email address. One will have to edit the default field to reflect the above. In other words, replace the default @hotmail.com with @yahoo.com at the appropriate screen after eBay checkout. If all else fails, use "Send Payment" from Paypal.
I deny denied credit-card sourced Paypal payments which fail the above.
If you've already sent payment, resend payment following the above directions.
Step-by-Step HowTo Make/Send a Paypal Payment from Credit Card Source
I didn't know I'd ever have to write up my own tutorial, so here's what I copy-paste to those who ask, though it's easier if they read here:
Go to https://www.paypal.com/. This doesn't mean logging into (or even surfing to) eBay then use its convenient default of Paypal payment (namely since that action means it will forcibly send to the eBay registered email as the Paypal account which is problematic because of, well, you know why).
Click whatever it takes. Usually it's the "Go to My Account" button.
Click the "Send Money" tab atop the screen.
Enter all the requested information including selecting the "eBay Items" as the item type, "Recipient's Email" as my aforementioned richardc020-at-yahoo.com", Item number, Amount, etc.
Paypal Help (alternate) has more help than I can retype/reproduce here.
Receipt
I leave positive feedback and expect the same in return. Ask questions before, not after. If buyer has cleared no payment within eBay's stated 30 days, I
Buyer pays return S&H. Item must be postmarked 7 days from receipt. Item must be received before refund issued. Item will be inspected for condition and completeness before an exchange will be issued. >Return items securely and purchase tracking with the return shipment. Remember, you still own the item until it received back in proper condition.
Q: Can you stop the auction early for me?
A: The problem of self-interests is hopeless. I'll never to end an auction early. End of issue. Instead of details to avoid detail-by-detail flaming, read this:
I conferred with the other bidders who threatened me if I ended the auction early and though I'm in between a rock and a hard place, a lot of experienced eBay sellers advised me to stick to the original sale (also since I once ended the item early years ago and the bidder never showed which left me hanging with an unsold item, its fees and the labor of relisting and related labor). Unfortunately this means my misreading means I would only be fair if I allowed you to have me ignore your bid. Again, from the last email, don't retract it because we both don't want any negative-ish feedback on your eBay record. This resolution is the fairest I could reach amongst the multiple bidders and best counsel around.
Q: I want to return. I am threatening negative feedback without immediate return. I am not under discussion or deliberation. I am mad. Give me my money back and I might give you your item back.
A: 1. Don't threaten me. 2. My generic return policy, with specific alternations per selling item, is to get approval, resend/return the item in identical condition, I'll examine it (no ab/mis-use, etc.), I'll refund (original amount-50%*(original S&H)) via the original reverse payment method. I'm a generous, fair person, but I may charge a 0-15% restocking fee per situation.
Postal Insurance Claims
I don't and won't warranty items forever due to prior abuse, misuse and other tactics even the manufacturer's warranties don't cover. B is responsible for manufacturer warranty claims, paperwork, hassles, etc.
If buyer pays for Postal insurance and item arrives DOA/defective, seller preferably or I will file the postal insurance claim. Buyer pays return S&H, if required, because I won't pay to have buyers break items then threaten me for a refund and S&H.
