I reserve the option NOT to accept PayPal for outside the USA shipped items when the final bid value is $20.00 or more, or where the total of the items won is $20.00 or more. Keep this in mind when you bid. If you are an outside the USA bidder, and the final bid price (individual or multiple items) is $20.00 or more, you will be expected to pay with a method OTHER then PayPal.
There are no exceptions to this, EXCEPT if you agree to have your item(s) shipped USPS Priority Mail WITH insurance IF INSURANCE IS AVAILABLE TO YOUR COUNTRY! You can find out if insurance is available for your country by going to the 5th paragraph below and figuring cost to ship to your country.
Winning bidder pays shipping cost plus $1.00 paperwork charge. If the final bid value of the item(s) is $20.00 or less, I will send you a PayPal invoice within 24 hours of auction end. IF you pay a lesser amount via PayPal before I've sent you a PayPal invoice, which has to be refunded, there will be an ADDITIONAL one dollar charge. The key here is for you to wait until I've sent you a PayPal invoice!
Regarding outside the U.S.A. deliveries, I cannot assume responsibility for ANY items sent outside of the USA. There is no way (with a reasonable cost) to track or confirm delivery for a package shipped outside the USA. I ship ALL items paid for. By placing a bid, you agree to absolve me of any and all responsibility for non-delivered packages.
Generally, individual items are shipped in a bubble mailer. If you need to get an idea of the cost, you can weigh a similar item, add an ounce or two for the mailer and click over to www.usps.com, which can give you an idea of the cost (don't forget the paperwork charge and packages will be shipped International First Class) Generally, a single CD weighs 5 ounces (packaged), a single VHS weighs about 12 ounces (packaged), DVD sets weigh about 1.25 pounds (packaged) and a single DVD weighs about 7 ounces (packaged). I will no longer answer questions from outside the USA bidders requesting shipping cost. If you are figuring the cost of Priority Mail, don't forget to click the button for "additional services" - that will show you if insurance is available for your country (applies for items with a $20.00 or higher final bid price).
Because most (less then $20.00 final bid price) items shipped outside the USA items are shipped USPS International First Class, insurance is NOT available. Any package sent outside the USA cannot weigh more then 4 pounds. In the case of multiple items won, IF they weigh more then 4 pounds, they'll have to be shipped in separate packages.
DO NOT ask me to misrepresent the declared value on any items I ship. It will not be done. I DON'T misrepresent what I sell, I WON'T misrepresent what I ship.
If you agree to abide by these rules, please e-mail me stating that you do agree and I'll be happy to remove the "block" for you. HOWEVER - I am not usually available on Sundays, so if you wish to bid, you MUST contact me BEFORE Sunday.
As long as you're reading, I'd like to explain why I'm taking this stance.
In the past almost 10 years, I've had - THAT I KNOW OF - zero items that weren't received that had been shipped outside the USA. In the past 6 months, I've had over 10 instances where the recipient claimed non-receipt. Oddly enough - each one of those packages had a value of $20.00 or more.
Some less-then-honest buyers have figured out that all they have to do is send one e-mail to Paypal claiming non-receipt and their monies are refunded - no questions asked. Because the USPS has no way to positively track an item shipped outside the USA - it all falls on the seller. I've had over $400.00 in chargebacks (as of 6/08) and I'm not going to absorb any more.
I'm sorry to be this way - I want to sell EVERYTHING world-wide, but I won't get ripped off again. Yes - it's my belief that the majority of these cases were ones where the buyer received their items and got their money back, too. I expect more ebay sellers will be doing the same thing soon.
I'm not saying that you personally are like that, but I had to "draw a line in the sand". A few bad eggs (or apples, if you prefer) made it bad for everyone.
