Free Image Editing Programs
Paint.NET Full featured image editor. My favorite feature: Adding transparent watermarks.
Picasa Geared toward manipulating photos. My favorite feature: Straighten crooked photos.
Irfanview A small, barebones editor. Works good to reduce image file sizes in batch conversions.
