- We specialize in selling consumer electronics to customers within North America, South America, Australia and Europe.

- Dyscern Closeout is where we sell untested items, damaged items for parts or repair, or working items with flaws. All sales via Dyscern Closeout are final with no refunds or exchanges. Please bid accordingly.

OUR PRODUCTS

- There are three types of products you will find on Dyscern Closeout. They will usually be identified on the page with the following icons:

- These are items that have been tested at our facility and are classified as non-working.
- Items labeled as such should only be purchased for parts or repair. These items should never be purchased with the expectation that they will work.
- These items will not have any internal parts removed. As a rule, if you need a screwdriver or tool to remove a part, it will be included intact with these units. Removable items, such as a stylus, external/user removable battery, etc. Will not be included.
- No accessories will be included with these items unless specifically stated.
- These items are always as-is and will never qualify for returns for any reason.

 |  | Untested
- These are items that are not items that we normally work with at Dyscern, or are missing key accessories that prevent us from testing it. As a result, these items are untested.
- The most we may do with an untested item is power it up. Occasionally, we may do an additional basic check. This will be detailed on the auction page. If a particular step is not listed, do not assume we performed that check
- These items are a gamble. They may work, they may not. Please use caution when bidding on these items and understand you are taking a chance. It might work. It might not. Factor that in to any bid made on the item.
- These items will usually include whatever is received with it. There will be a list of what, if any, accessories are included. Do not assume a part or piece is included if it is not listed.
- These items are always as-is and will never qualify for returns for any reason.

 |  | Working With Flaws
- These are items that will be basically working, but has flaws. The casing may be cracked on a PDA. A pixel or two may be dead on an LCD. The handsfree may not work on a cell phone. A portable DVD player may be missing the AC adapter needed to charge it, but it was tested and functions.
- These items will work, but the flaws will be detailed on the auction page.
- These items may be missing an accessory or two, but will usually have some or all key accessories needed to use the unit. This will be listed on the auction page.
- Items with this icon carry a 7 day DOA warranty. This means we will guarantee the item will power up when you receive it. However, it does not mean that it can be returned for any reason. The only way we will proceed with a refund on this item is if it is received and does not power up. Refunds will not be given for any other reason.

RETURNS

- Defective and Untested items sold on Dyscern Closeout are always as is. No refunds or exchange will be provided for any reason. Please bid accordingly.
- Working With Defects items sold on Dyscern Closeout carry a 7 day DOA warranty. This means we will guarantee the item will power up when you receive it. However, it does not mean that it can be returned for any reason. The only way we will proceed with a refund on this item is if it is received and does not power up. Refunds will not be given for any other reason.
- Please note these are terms and conditions for our Dyscern Closeout items. If you are uncomfortable with these terms, these auctions are probably not for you.
- Auctions on our main Dyscern eBay ID are fully tested, completely functional and carry a 30-day guarantee.

PAYMENTS

 - We accept Paypal and Western Union AuctionPayments. Our auction ID on both sites is ebay_closeout@dyscern.com
- We also accept certified checks and money orders. Our contact information will be on the winning bidder's confirmation e-mail.
- We can also accept wire transfers to our bank account. Please contact us after the auction to arrange for a wire transfer.
- We do not accept personal checks. Our apologies. Any personal check received will be shredded upon receipt to protect your privacy.
- Winning bidders must:
- Contact us within 48 hours of the close of the auction at ebay_closeout@dyscern.com.
- Send electronic payments within three (3) business days, or
- Send a certified check or money order so that it is received within seven (7) business days. If you are sending a certified check or money order, please contact us so we know to hold the item for you.
- Items can be released back into inventory if the winning bidder does not initiate contact or pay within the specified times.

SHIPPING AND TAXES

 - We ship within the United States via UPS Ground. Shipments to APOs/FPOs, Hawaii, Alaska, Guam, Puerto Rico, American Samoa, Northern Marianas and the U.S. Virgin Islands may be sent via the U.S. Postal Service at our discretion
- Shipping to Canada is via DHL, the recognized leader in reliable global delivery.
- Please check with us if you require shipment elsewhere. We cannot ship to the Ukraine, Russia, Indonesia and most countries in Africa for insurance reasons.
- Please note that DHL assesses a "remote area" fee if you are not near a city. We will contact you if this fee is due for your shipment.
- Delivery time via UPS Ground ranges from 1-6 business days.
- Shipping via USPS Global Express Mail is 1-5 business days worldwide to the country.
- We fully insure all our shipments to ensure smooth delivery. All our shipments have a tracking number (UPS) or delivery confirmation number (USPS Global Express Mail). We will send you this number once your package ships.
Taxes, Customs and Duties
- Sales tax of 5% is due for Virginia residents only
- International buyers are responsible for any taxes, customs and duties that may be assessed by their government. Please check to see what these are prior to purchase, so you are fully aware of the potential cost.
- Due to U.S. regulations, we cannot ship items as gifts or as a sample. We do apologize.
- If there is a functional defect, we provide a full and complete refund or an exchange, both at no cost to the customer, up to 30 days from the date of purchase.

- We are a small-but-growing-fast business and we look forward to hearing from you and answering your questions. We treat all our customers with courtesy and respect.
- We will work to contact you within two hours or less of initial contact. Response time may be slower overnight Eastern time or on the weekends. But rest assured we will respond to your questions.
- When you e-mail or call us, you are talking to a small group of people, not a large call center. Courtesy in communication will be rewarded with dividends. Abusive or corrosive language and tone may receive a more curt response. We will work with you either way, but kindness begets kindness.
- A couple of good rules of thumb:
- If you have a question, there is a very good chance it is answered on the auction page.
- If your question is not answered on the auction page, please e-mail before the end of the auction. The auction is a binding contract to purchase the item.
- Please don't assume anything. When in doubt, ask. We are very specific in what we list for auction.
