shipping rate 9$,
Item 4 shipping rate 10$ Item 4 shipping rate 11$
100% of highest shipping rate
= 20$ +
75% of next highest shipping rate = 12$*0.75=9$ +
50% of all others rate
= 30$*0.5=15$ +

total=44$ instead of 62$.
Example 2:
Item 1 shipping rate 4$ Item 2 shipping rate 6$ Item 3
shipping rate 7$.
100% of highest shipping rate
= 7$ +
75% of next highest shipping rate = 6$*0.75=4.5$ +
50% of all others rate
= 4$*0.5=2$ +

total=13.5$ instead of 17$.
