The Cellular Secret

Bob Seybold Associate Editor The MetroNet - Something New For You Every Day Toledo, Ohio The Cellular Secret By Bob Seybold Jan. 29 About 50,000 times a day, someone in America reaches for a cellular phone to make an emergency call to 911, according to the Cellular Telecommunications Industry Association. Having a wireless phone to make emergency calls is the No. 1 reason cited in surveys that ask customers why they want cellular service. In advertisements, cellular service providers have used testimonials to claim that the average $20 cost of monthly service is a small price to pay to be able to call for help anywhere in an emergency. But what carriers like Alltel and Airtouch Cellular don't mention in any ad or on any Web site is that you don't need their service to dial 911 from a cellular phone. Since Dec. 1, 1997, the Federal Communications Commission has mandated that all wireless carriers must connect all 911 calls from any phone, whether or not it has a service contract. The order came in reaction to a number of tragedies in which cellular- phone users could not connect to 911 during an emergency because carriers did not provide universal service. In one incident, a California woman being pursued by carjackers was shot after failing to connect to 911. In another case, a driver died of injuries when he was unable to reach 911 from a cellular phone after his family van careened down an embankment. The order mandating 911 service from any cellular phone has opened the door to a new safety option for everyone, and a new business opportunity for a few savvy companies who have figured out how to peddle cellular phones to people who only want 911 service. Matthew Adams works for AA Communications http://web.idirect.com/~AA in Noblesville, Ind. The three-man company sells used cellular phones refurbished to allow 911 calls, as well as collect and credit-card calls. Their most popular model, a Motorola 9000 phone named "The Ultra Classic" sells for $39.95, plus $10 shipping and handling. Adams said AA Communications got into the business of selling 911-only cellular phones in July 1997, after the founders did their homework literally. They created a business plan based on a University of Phoenix MBA research project on the feasibility of a business that would sell refurbished cellular phones for 911-only calling. The research showed that there was strong customer demand for a cellular phone that could make 911 calls without a monthly service fee, if the price were affordable. Adams said his company buys their phones in large quantities from many sources, including overseas vendors in such places as Australia, where the country's wireless service is being converted from analog to digital and used cellular phones are plentiful. Adams declined to give specific sales figures for AA Communications. "We'd rather not say because of the attention it might get from the cellular industry and our competitors," he said, but admitted that the number of phones they've sold in the past 19 months is "in the thousands." Adams said local independent cellular-phone stores usually do not sell used phones because the providers who license the agents to re-sell their service frown upon the practice. AA Communications is the most affordable of a handful of companies advertising on the Web selling 911-only cellular phones. After sometimes careful questioning, Toledo's two cellular phone carriers will also admit that you don't need their service to dial 911 from a cellular phone. The MetroNet ran its own test to see what cellular carriers would say if you ask them about free 911 service. We called the customer service hotlines for Alltel Communications and Airtouch Cellular, Toledo's two cellular service providers, and asked if a used cellular phone could make 911 calls without a service contract. An operator at Alltel's toll-free customer service hotline told us that you need a service contract to make 911 calls. After hearing the question restated, the operator put us on hold and checked with a supervisor, then returned to say that a service contract was not necessary to make 911 calls. A customer service representative at Airtouch Cellular's Toledo office clearly stated that no service contract was needed to make 911 calls from any cellular phone. Despite only grudging acceptance by the cellular telephone industry, Matthew Adams says, there's no sign that the FCC will back down on its order decreeing free 911 service to all cellular phones. That means a bright future for his business and a promise of more safety and security for anyone who wants a free wireless lifeline to emergency assistance.
