Second, "lifted index" really is a meteorological term. It refers to the stability of the atmosphere. As a meteorologist, I will try to supply a simple explanation ...

As the sun heats the earth, bubbles of warm air form. These 'parcels' rise and begin to cool. Eventually, they may condense into clouds and depending on the instability or lack thereof, either keep rising or sink again. As the parcel rises, if the surrounding air is cooler than the parcel, it keeps rising. Subtracting the ambient air temperature OUTSIDE the parcel from the temperature of the air IN the bubble yields a negative value. This is an UNSTABLE atmosphere.

On the other hand, if the surrounding air temperature is warmer than the parcel's air, the bubble will sink. This scenario is stable and yields a positive lifted index value.

In summary, the more negative the number, the more unstable the atmosphere and given the right situation, a tornado such as the F5 Tornado below may be the result.
