Feedback first to last? Often referred to as "feedback hostage" (ebay "guru" Skip McGrath calls it "wimp feedback") its the practice some sellers engage in of waiting to see what feedack their buyer leaves before they post feedback for the buyer. They do this to intimidate their buyers to not leave any bad comments if they are unhappy with the transaction and to retaliate in an effort to get negatives mutually withdrawn if they do. Sellers confident their buyers will be happy have no problem leaving feedback first, allowing their buyers to leave honest comments without the threat of retaliaton.
"The Official Ebay Bible" by Ebay's dean of education Jim Griffith suggest's it is proper for sellers to leave feedback first, as does Ebay's own help section:
Leaving Feedback Just as building your reputation is important, so is it for the buyer. Make sure to leave feedback for your buyers after you receive payment. In difficult situations, try and work things out first with your buyers before leaving negative feedback. Remember, feedback is permanent.
Acknowledge Payment Once you receive payment from your buyer send an email to 1) acknowledge receipt of payment and 2) to notify the buyer that you will be shipping the item. It's also a good idea to leave feedback for your buyer at this point.
Here are the basics of listing items for sale: 6. Leave feedback. After your successful sale, leave feedback for your buyer, and ask that they do the same.

If one buys from a feedback hostage seller be aware if you are not happy and want to leave a neutral or negative comment you can expect a negative in retaliation, even if you paid promptly and did everything right! I avoid dealing with feedback hostage sellers. Buying from confident sellers who leave feedback first ensures their feedback rating truly reflects their buyers experience and greatly improves the odds of a successful transaction. These sellers have maintained their feedback record with great customer service, without needing the threat of retaliation.
